Certainly. Because the audit, before being corrected is preventive. Thus, all intentional inconsistencies, errors and deviations can be avoided a priori, avoiding costs for the State and Universities!

That is the idea behind the audit as far as I have seen , in India and Canada.
In India , it was Lab equipment and delivery along with PhD's in the department.
In Canada , it is more again with Engineering aspects and course and Lab. Here everyone is a PhD with lots of glitches. I have been in McMaster University for what I had perceived to what I saw I was totally bizarre. Research /higher education seems to be a mockery !!!!
My bad - I worked with some incompetent people I admit ...

Thank to share me this question,one of the tools available to measure the adequacy of this academic input is ‘Academic Audit’.The academic audit provides an opportunity for a regular strategic overview of a college’s teaching-learning process. It is the process by which the authorities assure themselves of the quality of the learning process. It has four distinct features: It is college-based and is normally reviewed independently, it is based on a process of self-evaluation carried out by the college itself, the use of an external evaluator helps in objectivity, and the audit evaluates the full range of college activities so as to ensure a balanced recommendation by the audit panel.

I agree with the statement of Prof. Aristidis Matsoukis, at present it is only best tool to evaluate the quality of eduction.
Auditors are important lime light so to say they are watch dogs for their programming plan for which with their valuable suggestion & all the fruitful guide in the reports. If the authority take due care with their exchange opinion & suggestion improvement can certainly make a way for progressive growth .
With this i take opportunity to submit my article on education where i have expressed my views & it is very likely that it may correlate with my observation .
This is merely suggestion . This is my personal opinion
