When we get our research paper published in a peer reviewed paid research Journal which has indexing in SCOPUS and also has a high IMPACT FACTOR of 9+ given by Thomsom Reuter's and a InfoBase Index IBI Factor of 4+, does it really count a value in scientific era?

I think you are asking is it worth paying for a journal with a high "impact factor."
There has been a lot of debate about the questionable meaningfulness of impact factors, but you probably need to consider the attitudes of your employers and likely future employers. Where I worked, for the US Federal Govt, incredibly, publication was generally not considered very important, but for many university professors it is probably still "publish or perish," and I imagine 'impact factors' are considered to be important.
But I think easy access on the internet, as long as you avoid "predatory journals," is a huge advantage, and a must for the future. When I started Government service in 1977, there was a good library, but changing agencies, I found less of that. However, I was later able to take advantage of 'resource librarians.' Slowly, we lost those resource librarians, as everyone started to obtain information from the internet. The internet is great, but now if you can't find something yourself, available on the internet, it is less and less likely to be available at all. Soon, I think, anything not available on the internet will basically just be a nearly wasted effort, as almost no one will read it.
So, in my opinion, I think internet access is much more important than impact factor, and though cost is a consideration, a journal or proceedings on the internet may be less expensive. (Just avoid predators.)
But still, "prestige" considerations may persist for some time, which may counter my opinion.
