This is beyond Feynman's suggestion for controlling Atoms. Nanotechnology idea was based on seeking for controlling Atoms and building up materials and structures in controlled manner to have the special properties that locate at such scales. That's not everything, I think to control everything in the universe, we may try to control the most fundamental concepts, elementary particles interactions. I am still no expert in such kind of physics, but I have the logic and I'm interested in being involved in solutions in the future.
The parameters which determine the behavior of elementary particles are in fact dependent on physical conditions, through their renormalization corrections. Hence, they can in principle be modified. But with current technology only in principle. There is one case where one is actually changing elementary particle behavior; in heavy ion collisions, where one locally melts the low temperature QCD ground state to create a quark gluon plasma.
It could have been a useful development (perhaps) if one could prolong the (rest-frame) muon lifetime by some orders of magnitude, since this could make muon-catalyzed cold fusion practical.

This is our desire, however the uncertain principle is still craking our heads. To control the elementary energy we need energy, when apply energy the elementary matter change behavior.
