Probably the question is not posed in a good way. That is the reason why Thuy Tran misunderstands the question. She must have interpreted the question: how is it possible for a society as subject to unify economics? She thought that only possible way to unify economics is for a government to stipulate the unified economics.
I believe we should understand Bin Li's question as the problem to build a unified economics. This is a question within the scientific movement of economics. No economists have dictatorial power to decide which theory is right or not. Although it takes sometimes a long time (perhaps one hundred years), economics develops by a majority vote of economists.
Bin Li claims that he has constructed a unified economics. As far as I read his paper, he presents a program to reorganize economics. Cognitive revolution is important for economics, but this gives only a program or a guiding principle and building a unified economics is different thing.
I am not against the idea of unified economics, but we have many works to do before that. Economy is an extremely complex system. Priority should be put on finding concrete firmer theories. Of course, to try to unify two or three existing theories for different fields into a unified theory is possible and desirable, but this is not the unified theory of economics that excludes all other theories. To expect to construct such an economics is, in my opinion, too early. Physics is much more advanced than economics but it has not arrived to build a unified theory (that is often called theory of everything).
From my perspective, a unified economics is administered and controlled by a unified government throughout the country. What is more, every resident in that country should be trust and loyal to that government.
