This is a political/pragmatic creed for usually temporary advantage--not necessarily morally correct. As Plato pointed out, morally bad people have two kinds of enemies: (i) morally good people, and (ii) other morally bad people (due to temporal greed). But morally good people has only one type of enemies: morally bad people. Therefore, if I am morally good then my enemy can have another enemy who is also morally bad and that third person is a de-facto/dejure/default enemy to me also. But if I am morally good, then my enemy can have another enemy who is also morally good and, therefore, is my friend.

And, it should be obvious (, from my above reply,) that if I am morally bad then I have no friend at all ...
