If a researcher sends his outstanding research in low impact journal (for example discovery of a new gene) while a less stronger study (for example polymorphism of a gene) gets published in high impact journal isnt it unjust with researcher who got published in low impact journal.
Do we really need a criteria for rating a paper? Shouldnt a paper rating more significant than journal IF for rating a scientist?
Some people suggest citation index can be used. But what if the work is in a field in which research is very less but study is very impactful.
