Well, I don't know how useful it is, but you can try to think of open innovation in terms of market plasticity (Nenonen et al, 2013). In my opinion open innovation cannot be thought independently from markets - therefore the two criteria for assesing the market, "retaining form" and "taking form" can be used indirectly to measure the impact of open innovation.

I’m not sure if I completely understood your question: you try to measure the overall openness of a company, or the openness of particular processes or even of projects? From my perspective, a project-specific openness is most reasonable since it depends on a variety of influence factors, such as industry sector, type of innovation object (product, service, PSS, process, etc.), phase of product life cycle, need of secrecy and resources (referring to OI “permeability” of Dahlander&Gann 2010).

Therefore, I’m not sure if you can openness limit down to two parameters. For instance, you could take the variety of OI partners and the intensity of cooperation with them (Laursen and Salter 2006). But then you would probably neglect aspects, such as the general publication of information about the OI project (depending on the specific need of secrecy and strategic relevance of the OI project, in one case only the results of the OI project need to stay secret, in another case its even the existence of the project), or the type of OI partners, which can range from actors from other departments, via network partners to crowds.

Hopefully my ideas are useful, although they are not a clear statement of parameters ;-)

Degree of Openness in OI can be measured wrt strength of the practices they have adopted. In other words the extent to which both In bound and Out bound is being used to improve the performance of the firm

This several research might be helpful for you. It used different dimensions to measure openness depends on your research objectives

It used pecuniary and inbound-outbound innovation as metrics.

2. Barge-Gil, A. (2010). Open, semi-open and closed innovators: towards an explanation of degree of openness. Industry and innovation, 17(6), 577-607.

It used two measures of openness – how innovations are developed and different information source - based on two questions in the CIS survey combined with the information on firm behavior, and distinguish into three types of innovation strategies : open innovator, semi-open innovator, and closed innovator

3. Lazzarotti, V., & Manzini, R. (2009). Different modes of open innovation: a theoretical framework and an empirical study. International journal of innovation management, 13(04), 615-636.

It proposed variables that implies to significantly different approaches to open innovation drawn on the matrix: the number and types of partners (partner variety) and the phases of the innovation process which are “opened” to external contributions (phase variety)

You could use the measure of search depth and search breadth developed by Laursen and Salter (2006).

They describe inbound open innovation practices of a company

As per my understanding it is something you are talking about valorisation of open innovation i.e. how would you valorise and gauge the degree of open innovation. There are works by Joe Tidd and also a recent work is a PhD thesis from Julie Thomson (lecturere at Glasgow Caledonian University) who has developed a framework for this purpose.

O processo de seleção de novas tecnologias é um momento crítico para as organizações empresariais, está ligado a adoção dessa tecnologia, portanto: os parametros estão ligados na tomada de decisão do produto, processo ou serviço e se será uma inovação aberta ou fechada. Nesse sentido o processo de adoção gera o modelo de negócio.
