I did not participate in compiling the Euro+Med Plantbase but as a frequent user I realized that the attitude of different authors towards non-native species was VERY different. In some families, their distribution is recorded in detail, while in other they are neglected to various degrees. There are surely more cases like this. More frequently, some alien species are recorded only for a few countries though being established in many others. (The same, actually, is true about the old and good Flora Europaea.) There is a variety of reasons, I assume, among them also the fact that reliable comprehensive lists of non-native species were available only for some countries until recently.
