For the vegetation change detection you have to carry out your study every year for each season.
It is better to use LISS III data as it is of 23.5m whereas Landsat 8 is 30 meters (visible, NIR, SWIR); 100 meters (thermal); and 15 meters(panchromatic).
You can also download and study freely available sentinel 2 data of
10 m spatial resolution bands: B2 (Blue), B3 (Green), B4 (Red) and B8 (NIR) . This data is available from June 2015 onward.

That depends on your objective. A seasonal study will give you the seasonal vegetation dynamics. The seasonal vegetation dynamics get also influenced by factors including cropping cycles, precipitation and temperature patterns, etc. If you are using a long-term time-series of data, you may detect the change of vegetation during each season over a long period. If you are interested in annual variations, you have to chose data acquired during the same period of the year to avoid the influence from seasonal variations. However, getting cloud free images over the same period of each year with optical/thermal products is sometimes problematic.
It is always advisable to interpret data season wise and then do statistical analysis for correct evaluation.
for seasonal variation you should choose Landsat 8 because multi temporal data available and use panchromatic data to get 15 meter spatial resolution

Dear you can use landsat satellite image, then you have to do analysis for all season with using NDVI and MNDVI index
