There is not a simple answer to your question. This issue can be quite complex, and will depend on many factors. The obvious one will be the quality of the author's work being submitted. If it is not well written, with many spelling and grammatical errors, it probably won't get much further. Assuming that not to be the case, then it will depend on the quality of the article, which will then be subject to the scrutiny of the peer reviewers. Most reviewers work in academia, and have a busy schedule, which is why this stage can take a considerable time. Often, reviewers have recommendations for improvement, and the article is returned to the author for the improvements to be made. If the improvements are not made satisfactorily, the article will be returned for corrections/improvement. This process can continue for a considerable number of time in some cases. So, a 3-4 month turnaround for an article would be very fast indeed. Turnaround time tends to be longer, the better the quality of the journal. For example, I review for an MIT journal, and I have reviewed a very good article for the third time, as new errors and questions were introduced at each resubmission stage. This process has been going on for two years already and the article has not yet been published.

In computing science, getting an article published, especially if it is your first publication, is not the preferred route to publication. Computing science develops at an extremely rapid rate, and you can imagine the value of a new article if it takes a few year to get published. Consequently, the preferred route is to publish in good quality conferences. The paper submission deadline is usually 3-4 months before the conference date, confirmation of acceptance usually happens within 5-6 weeks of submission, with a short time for corrections, meaning a faster turnaround for your work. Do bear in mind that once you submit an article to a journal, or a paper to a conference, you cannot submit that work anywhere else in the meantime. This means your work may get tied up for a long period of time, especially for journals. Also, if this will be your first publication, the work will have to exceptionally good to get published in a journal at this stage. You will find a much more effective route to publication by submissing your paper to a good quality international conference which covers your field of work. Also, you will have the opportunity to meet leading experts in the field at the conference.

My advice to you would be to build up a track record in conference submissions over a few years before you try to get published in journals. Once you have built up a track record in good quality conferences, you will more than likely find you are approached by journals to publish an article in their publications.
