The reform in the education sector includes shifting accountability for student learning to schools and having periodic school evaluations. As inspection is mostly for accountability purposes, my research will be on how school staff perceive internal review and whether this exercise has the potential to contribute to capacity building which will help sustain school improvement. My query is on the research questions and the conceptual and theoretical framework as well as the gaps in the literature that I might explore.
This is a good question.
I think that accountability ought to be fair and it has to cover management, teaching staff, and students respectively. There has been a real problem which occurred, through the years in many places , by targeting only the "weak" components of the educational systems, i.e. the students & the teachers.
Managements ought not be freed from evaluation since this gave some of them the feeling that they were above criticism and some of them became "arrogant". A manager, of this type, will reiterate the false claims of achievement after achievement to the press without mentioning any setback. When faced by a brave statement pointing to a shortcoming, this manager will be quick in blaming others.
In my humble opinion, all intellectuals have to build up methods for evaluating managers and these managers must not be given their posts for more than 3 years extending to a maximum of 6 years. If this guideline is not followed, then schools will continue to decline.
