Dear Shadrack, the important factors to look out are:
1. Carbon: Nitrogen ratio
2. Temperature
3. Moisture content
4. Oxygen content and
5. Particle size
I agree completely with the previous answer, however i would like to highlight that is really crucial that the Carbon content you measure and consider in you C: N ration is the carbon that is readily available. I would also suggest pH.

Besides the first answer, I think you should consider the composition of waste, ventilation, the heigth of stacks from an engineering point of view
