This is the Pinecone fish or Pineapple fish, Monocentris japonica (Houttuyn 1782) (family MONOCENTRIDAE).
This represents a new record for Iranian waters. The species was previously reported from Iraqi waters of the Gulf by

Otherwise, the species is distributed from the Red Sea, East Africa, South Africa, Madagascar and western Mascarenes east to Philippines, north to Korea, southern Japan and Ogasawara Islands, south to South Australia, Kermadec Islands and northern New Zealand.
It is a pinecone fish of the family Monocentridae, Most likely Monocentris japonica. It occurs in entire Indo-Pacific area. So it is probably native to your area. But it may be dumped by an aquarist.

You must deal on this species whether Monocentris japonica or not. No need to be identified based on the colour also. If it i not, that species will be invasive in your area.
