Convert Landsat-8 16 bit into 8 bit and apply TCC which were used for Landsat-7 ETM+ Images?

Landsat-5 TM (Crist et al., 1986) and Landsat-7 ETM+ (Huang et al., 2002) have 8 bit data sets but Landsat-8 OLI & TIRS has 16 bit data set. To compare reflectance change is it posible to convert 16 bit data into 8 bit images and apply Tasseled Cap Coefficient which were used for Landsat-7 ETM+ Images?
