Usually, there have to be a mutual interest in cooperation. You should ask yourself what you can offer (which knowledge and experience), so that others will be interested in working with you.

I agree with Wolfgang R. Dick. First, collaboration is a mutual interest. Second, be aware about the fact that collaboration should be a win-win. You will win and the second individual/team should win/gain something (attractive) as well.

How to start? I think it is better to start by your own to define a draft idea/s and define what you can do by yourself and what you will need someone else to do with you! So, when you contact a potential collaborator, you already know what you need and what you expect from him! If I have an idea that I need someone else to do work with me, I will look for him!

The only time you have the privilege of selecting your team, when you are the field expert, own an attractive/promising idea, and/or when you own the fund! Otherwise, you will do the effort for it.

One direct way for collaboration, is to apply for Post-doctoral fellowships! Even if you have not completed your PhD yet, you can apply but no admission before getting PhD.

In most cases, Post-docs should be attending physically with the host department/center. It is very rare to be allowed to work remotely especially for the first time of collaboration. However, you still can try. In COVID19 time and with many travelling restrictions, you may be lucky!
