For a vehicle that's already been designed and built, it has been my experience with trucks, cars and small airplanes that a fully-loaded vehicle runs smoother and quieter, and lands very smoothly in the case of a small airplane, due to the inertia imparted by the cargo and passengers. A trucking enterprise could use and share dummy loads (weight for its own sake) when returning from a delivery without cargo. It's just a work-around but doesn't require any changes to the vehicle.
