With regards to the above statement, I got this explanation: cations with pseudo inert gas configuration i.e, ns2p6d10 or with inert pair configuration i.e; d10(n+1)s2, have greater ENC (Effective Nuclear Charge) than cations with noble gas configuration, ns2p6.

Now my question is: how is ENC greater in the 1st case(cation) & smaller in next case?
