It depends on many factors. As a Ph.D. student, I believe that the most important criterion is your interest. I know some friends who are doing their Ph.D. on topics that they don't like it. They have only started their Ph.D. on those topics according to the preferences of their supervisors since they just wanted to start their Ph.D.! And now their Ph.D. has turned into a torture for them. You must have a passion for research for doing your Ph.D. How could you do research on a topic for 10 hours to 15 hours per day, while you don't like it?

The other factor is the available facilities and equipment at the university where you want to do your research. Also, does the university allocate any grant to the experimental tests? It is not possible to do any experimental test without the financial support of the university or supervisor.

Another factor is your goal. If you wish to publish as much article as you can from your results, then choose a topic that you have wide subtopics. For example, first, do some experimental tests in the lab and then, develop your research in software such as ABAQUS or ANSYS. In this way, instead of only working in the lab which is time-consuming and expensive, you can expand your research on software, and each time exam a parameter that can put effects on the response of the structural member.

Personally, I think that if you work in the field of composite structures and have some novelty, you can easily do both experimental and numerical tests and publish good articles. For example the use of rubberized concrete in concrete-filled steel tube members under different loading conditions. However, it all depends on your interests. Carbon composite concrete ( C3 ) , started to be used in Germany

The cutting edge research on Concrete is too specific nowadays due to the enormous amount of research for the last three decades. However, green concrete gains its popularity at the beginning of this century from when waste management is considered as one of the important concern. The race is on for industry to find a more sustainable way to produce cement and concrete. If you find 'Green Concrete' as an interesting topic, better find a few good research papers on this topic first, then try to understand how they conducted those researches. This could be the first step, I believe.

It depends on you. In PhD, you have to send lots of time. So write your own study of purpose and develop that way.

My suggestion: Durable high strength mortars based on recycled waste aggregate.

You have to research on self curing concrete or research on self compacting concrete

Ph. D. topic generally one can pursue based on their on interest. Some areas can be as follows:

Alkali activated materials (AAM) with less energy and cost would be of great interest in the present need. I would suggest to work on "one part AAM" to achieve such targets (low energy and cost).

If you can study the SCMs (supplementary cementitious materials), it is a very hot topic and promising. Because we want to reduce the CO2 footprint and protect the environment, exploring for some new substitute binders is really meaningful to us as well as the next generations. I recommend that you can work on LC3 cement which is interesting to study and competent playing as that role. Hope it helps.

Sources of natural sand are near to exhaustion on the Earth(!) so proposed problem subject: new types of concrete without natural sand. Cement today is not portland type :-(, what is future of usual, normal concrete without natural sand ;-(, not super-hiper-extra concrete, but normal, based on "sustainable sources", for all projects, not special.

You can choose a research topic on the usage of TiO2( Titanium dioxide) in the preparation of concrete for investigation to know the mechanical properties and durability.

You can draw your towards low cost materials for building construction in rural areas. You can use natural products like bamboo used in India, etc. for the purpose.
