Usually, coco peat is used to tomato seed germination. germination cups are filled with coco peat and after wetting seeds are sown. I have seen in nurseries who produce tomato seedlings in a commercial manner. They use coco peat for germination. addition  of Perlite to coco peat  is also suggestable for effective and speedy germination.

both coco and palms belongs to same family. You can use palm peat when coco peat is not available. Otherwise you can check the suitability with both peats.
