i am limited to the access of oxalic acid dihydrate, Can I use oxalic acid anhydrous instead for my synthesis?

I don't know about you method of synthesis but there are a lot of difference in property of anhydrous and dihydrate of a compound. So I think if, in your method order used of oxalic acid dihydrate, You have to accept it.

A very effective reducing agent to achieve the reduced V4+ is SO2.
It can be synthesized easily with dilute acid decomposition of sodium metabisulfite.
H2SO4 + Na2S2O5 → 2 SO2 + Na2SO3 + H2O
The generated gas is then dispersed in the cold aqueous solution.
CAUTION: The gas is toxic, acidic and extremely foul smelling. Perform in the hood.
