How are such batteries recycled?

Yes, by considering the following parameters

1. If the efficiency of engine is high

2. Rate of charging the battery should be small

3. The electrical energy should accessible easily

4. The electricity in the vehicle should be generated by multiple ways viz wind energy, solar energy, and vehicle Kinetic energy.

In my opinion yes fossil-fuel-operated vehicles can be replaced by the electric one, but this will be a long period process which will take time to do so. of-course, Electric vehicles are manufactured globally by some of the giant Automobile manufacturers, but the demand is too damn high as compared with the manufacturing rate due to which this will take a long period of time.
