I think startups and small organizations can heavily benefit from BPM. It helps to scale and provides the basis for successful operational management within and across company boundaries. However, at the beginning you may focus on manual process management activities and simple cloud-based tools to avoid unnecessary investments and come up with pragmatic approaches. In my new book "High Performance through BPM - Strategy Execution in a Digital World" (Springer, February 2017) I discuss in chapter 10 those effects more in detail.
