We have an emergent uncertain future continuously coming into existence relative to the spontaneous absorption and emission of photon energy. Within such a process, the wave particle duality of light and matter in the form of electrons is forming a blank canvas that we can interact with forming the possible into the actual! The future is unfolding with each photon electron coupling or dipole moment relative to the atoms of the periodic table and the individual wavelengths of the electromagnetic spectrum. As part of a universal process of energy exchange that forms the ever changing world of our everyday life the “past” has gone forever. At the smallest scale of this process the “past” is represented by anti-matter annihilation with the symmetry between matter and anti-matter representing the symmetry between the future and the past as the future unfolds photon by photon. In such a theory the mathematics of quantum mechanics represents the physics of “time” with the classical physics of Newton representing processes over a period of time, as in Newton’s differential equations. We do have a cosmological timeline for the whole universe, but we also have an infinite number of reference frames coming in and out of existence with a timeline for each object.

Time as a scale makes sense in most cases. It is an interesting thought.However, in my personal opinion, there are a few scenarios where it could lead to paradoxes. Consider Wigner's friend experiment and apply this idea of time as a scale.Time is moving forward is our notion but not a proof. It is from the observer's frame of reference. It is because of entropy and the laws of thermo dynamics that give "us" that notion. Therefore, we have a cosmological timeline.

But we also have an infinite number of reference frames coming in and out of existence. The "sequence of events" or the arrow of time differs by frame of reference.

So Wigner's Friend thought experiment is concerned with the following question: Can 2 observers observe 2 different wave function collapses for the same event, as quantum physics suggests?

Time as Scale idea implies reality is only an illusion for conscious observers (and I would like to consider physical particles as the foundation for a continuum of consciousness). Being an illusion, it can be differently perceived (as quantum physics holds).

Here is where the Many Worlds interpretations open up. And Time as Scale idea could support these interpretations too.

But, in line with the cosmological timeline you mention in your comments, there must be some kind of interaction between observers. I call it a communion. My idea behind this is that it is much easier to believe something (the illusion of time and reality) together with others, rather than just alone and opposing to what others believe. I guess, physically, it can be described as a resonance between all those different reference frames opening to differing possibilities.

In Time as Scale idea, the different reference frames are possible different zoom in steps (for every possible observer). And the cosmological timeline would be the natural flow of time, or communion, geometrically being possibly a defined fractal zoom in function.
