It is known that rotating electric and magnetic fields with constant strengths are not equivalent to the stationary ones. It is possible that such a rotation can affect trajectories and spins of the charges/the magnetic dipoles orbiting around electric/magnetic field sources, respectively. It is especially possible for electric field due to similarity of Coulomb's law with Newton`s gravity law. Such an effect may take place for electron orbitals in atoms, for example.
