This issue varies from one study to another depending on its goal. Also, you cannot rely on climate data from unreliable sources to compare your study results with those data. If you mean the climate data that is used to predict future scenarios, then it is certainly predictive
It depends on the source you are referring. Ofcourse not all the times the meterological data published would be true for considering, but should be sensible in looking for organisation which post met data on hourly basis.
