I don't see why you could not use the 2016 ISTE Standards for Students in higher education (HE), but are there no such standards specifically aimed at HE?

The Australian curriculum is extensive and I did wonder what would there be left for us to teach at university. ;-)

I have studied Australia's F-10 curriculum documents. It was really a comprehensive and impressive work. It will be a good material for my own study.

Although ISTE standards seem like K-12, they seem to be adaptable to all levels. Also, as you said, otherwise was not reported. On the contrary, it is called "for all ages".

I agree that there is no reason that you could not based on the "for all ages" clause.  Additionally, the standards specifically advertise use in colleges and to inform graduate level work on their website (see link).  Nonetheless, I would recommend finding another author who already used the standards in this way if this is for graduate work. Although you may be innovated in techniques when doing your own research, dissertation type research is typically designed based on exemplars of best practice and measures with demonstrated reliability and validity.

How would you use them? As standards, they are good. Did you want them to be program competencies? Course competencies? I think it is all good so long as you know what you expect, that you're comfortable with the learning that leads to them, you have assessment in mind, and if offering for credit, you are comfortable giving up credit elsewhere in the program.

If it's just a study, then there's no problem.

Let me start by saying that I don't think our use of the standards is quite what you are looking for but I'll share it since we used the standards with university students. The 2016 ISTE Student Standards were integrated into a graduate education course that ended March 17, 2017. The course is inquiry-based and students blog about resolutions to questions they have about the standards.
