You need frequency synthesizer to build discrete time frequency generator. with crystal stabilization. There are two types, the phase locked loop based frequency synthesizer and the digital frequency frequency one.
So, you have first to define your requirements and specifications such as the start frequency, the end frequency and the step frequency fstep. these parameters depend on the applications. You need also to determine the freq ency stability and the phase noise. In addition you have to fix the output voltage or the output voltage range and the output waveform.
Then you can consult the data sheets of the off the shelf products.

You can yourself search for a pll frequency synthesizer circuits. It is basically a pll circuit with program able counters in feed back loop after the voltage controlled oscillator. The pll itself is composed of a phase frequency detector a charge pump and a low pass loop filter in addition to the the voltage controlled oscillator. It may also contain a reference oscillator with frequency divider.
