I am thinking of an executable project using Business Information Technology/Artificial Intelligence Strategy to be submitted to Interministerial Committee for Poverty Reduction in Africa
The best way to merge software and technology in order to eliminate the poverty is to provide people living resources. In case of economical environment in Africa, every one needs to provide financial support to people to make them stand on their own foot. This can be micro financing them for developing the business, shops and infrastructure. Also there should be proper taxation system which can actually get money out of rich people pockets. When money will flow from rich to poor, poverty will be reduced. But human nature is always greedy, what we have we do not give to people and what we wish, we cannot achieve without people.
I suppose it really depends on where you see your 'strategic intervention(s)' in terms of providing insights via business intelligence.
For instance, might it be possible to help alleviate poverty by applying information-driven insights towards inquiries such as:
1) understand areas of micro-business opportunity - by correlating socio-economic and environmental factors, to present a 'composite' view of the relevant opportunity?
* for instance, to identify ideal locations to start the "Bamboo Bike" project micro-businesses (http://www.bamboobike.org)
2) increase micro-financing volumes and reduce risks - by leveraging initial and ongoing micro-business performance data, and correlating to sizes and makeup of the 'collectives' / micro-businesses themselves?
* for instance, Mohammed Yunus data suggests that the number of and types of collaborators in a micro-business greatly increases repayment and success rates.
3) understand impacts of education on poverty alleviation, based on region
...etc - based on a given area of inquiry and the associated approach, there might be different BI and other technologies that may be most helpful.
