i have (a) front of antenna, (b) unit cell, and (c) back of antenna. an Antenna metamaterials parameters all dimensions in mm,so i have some dimensions that are 0.36mm,0.15mm,0.49mm etc and i need to increase that dimensions of that parameters to be large that 3mm. my question is, is there any way or equations that let me satisfied that dimensions (3mm or more)? because our machine in my lab can't design 0.2mm so i have to change the dimensions to be able to design my circuit

This is tricky, you can of course linearly scale your design, but the resonant frequency will change as well. If you want your design to be resonant at a specific frequency, you need to optimize your structure with dimension constraint. For this you can use a commercial full-wave simulation software.
0.15mm is around 6 mil. Many PCB manufacturers can deal with trace widths as little as 3mil if you keep separation between traces at least 3mil. As you intend to use a standard RF laminate (Duroid), you may want to check this option and fabricate the board outside the university.
Changing the substrate dielectric constant may also help to increase the trace width in the design, while retaining the same resonant frequency. You can also check that using full-wave simulations, as suggested.
You can scale it better if you can use higher permittivity and permeability materials. Thus, as a substrate try using a magnetic material that is functional at your frequency of interest.
