I'm trying to simulate the settlement at each construction layer of the embankment. I have nine layers each approximately 4.56m resulting in a 41m high embankment. When i measure the settlement at each construction layer it shows that the settlement increases with height which if you raised the embankment further you would get infinite settlement. The settlement should reduce towards the top of the embankment because there is less additional weight.
Is the a method or way I can measure the effect on settlement each construction layer has?

I think you need first to carry out some laboratory tests such as consolidation test to measure the soils consolidation coefficients and then you need to determine the stresses distribution in the embankment construction layers to examine the effect of layer height on settlement value.
You can use numerical modelling with PLAXIS, GEOSLOPE.
