The leaf seems to be of Citrus sp. If yes, these are compound leaflets and the tips are the modified leaflet.

Mainly on one shoot and cluster of leaves on that shoot.

Only on some trees.

It is not a significant "problem"/manifestation,...but we saw it last season on some trees and now in this season again.

We thought it is maybe a nutritional disorder, but at this stage I doubt it.

Well someone directed me to investigate "galls" as a result of wasps.

My colleagues reported the phenomena at three different localities, 200 km from each other approx. I think there is more to it than just coincidence.
