The "tm" package in R Language will be helpful for your purpose.
Of course in text mining often we use topic modeling or LDA to understand theme or topic of a tweet , email , news or blog. hashtags are like automatically you have the topics assigned. More than data mining it can be useful for information retrieval and building of corporas.
