I think it is Alkanna orientalis of Boraginaceae. By closely observing we can see the galndular hairs. The flowers are also tubular and corolla fused. This species is a weed.
The original photo is not very good, but try to look on the leaves. In any case I would like to know, where was photo made? In Armenia we have Arnebia decumbens and Arnebia procumbens, so, I know them.
I have made a search in Google Images and found some Arnebia misidentified as Alkanna orientalis, so confusion appears to be widespread. Cases like this explain the need for typification. Here you will find the type of Alkanna orientalis. You can check that it is not the same plant:
Hello, I agree with Naira, it's Alkanna orientalis (Boraginaceae). It happens to be a good specimen with flowers at each node 'in flower'. The specimens that I have seen had finished flowers lower down on each branch. The common English name for this is Alkannet, and it's a garden plant in Ireland.
Apparenlty the correct answer has not been given yet. The plant is definitely not an Alkanna. It has long been known under the mispplied name Macrotomia echioides, but its correct name is currently Huynhia pulchra, of which Arnebia pulchra is a synonym. It is also known under the common name "prophet flower".
