You should be able to download the boundaries as shapefiles for India from the Database of Global Administrative Areas (GADM) via link: https://gadm.org
Enter website: select "Data" > "Country" > Select Country you want from selection bar > "Shapefile" to download boundaries
You should get 3 or 4 shapefiles for the administrative areas of India. Usually gdm0 is the country's border; gdm1 are the regions; gdm2 are the districts within regions; gdm3 is something lower. Use QGIS, ArcGIS or R to process data and match to shapefile, and then draw desired maps.
