I want to polarize my ferroelectric PVDF-TrFE thin films in different directions and probe it using PFM. I know that PFM phase can read either 0o or 180o. Can it read any other orientation in between 0o and 180o

PFM can read the orientation state between 0 and 180. May be you can blend the relaxor ferroelectric P(VDF-TrFE-CFE) to achieve it.
I guess you would need to measure phase and amplitude at different sample orientations. For this a combination of sample rotation to change the orientation and translation to find the same area of interest would be needed.
In principle, PFM can detect any arbitrary direction of the polarization of your ferroelectric film. To reconstruct this, you do not only need to measure phase, but also the amplitude information. As shown in the publication in the link below, you will need to measure atleast 3 different response. For example one vertical ("normal") piezomechanical response, plus two lateral responses, ie. by rotating your sample in between measuring the lateral responses.
This is sometimes referred as "vector PFM".
