If the tree stems are not partly obstructed by ground vegetation then TLS may likely be a useful tool for your purposes. I am not familiar with methods for tree stem segregation, but perhaps 3D local cluster selection might be a helpful approach to identify individual tree stems.

i have some experiences of laser scanning surveying of complex buildings. My suggestion is to plan several scans trying to mantain low rms on the final model.

Regarding the estimation of the parameters you talk about, i don't think it would be simple to connect radiometric informations and parameters.

It would be interesting investigating this connection.
