Most I determine the validity again using data from the specific study population before carrying out the main survey?

The simple answer is - yes you can. As long as you are not radically adapting it - other than a few 'tweaks' i.e. different demographics and/or directly translating it to another language - then the original validation counts.
I would recommend using the validated instrument short or full version- SF 12 or SF36. I would not recommend creating an instrument and not having it validated. It decreases the credibility of your work.
Testing the validity of any research instrument/survey is required for sold and reliable research. So, it is recommended to do so. Good luck.
One question you might need to answer is, how reliable is the tool in your study population? if the tool has shown high reliability in your study populations in previous studies, then there may be no need to re-validate it.

The instrument is valid and reliable base on studies among populatioms from other parts of the world.
However, the present study is among different population from different geographical locations, which I felt might have influence on the sensitivity of the instrument considering subjective nature of the study.
