I am trying to grow SnO2 NW arrays on Al2O3/sapphire substrates though hydrothermal method, I have been using different surfactants and at high temperature of 220 oC, even though I get flower like structures but not like 1D nanowires either on top or bottom side. I need your suggestions please.

Thank you for your suggestion. But, here the problem with method, I could not go for ALD and second thing I must grow nanowire arrays only on a insulating substrate.
