Yes you can. It is possible but watch out for resources, you have to allocate resources for the host to breathe in and add a little room too for those peaky loads.

if it possible then how it possible ? means which changes required in which file

The number of VMs you are creating is more than the number of hosts, or RAM or resources you have defined while creating them.

My Solution is:

Change the VM configuration and see. If I am in your shoes I will start with 2 VMs and go on from there.

i started with 2 VM... but for research work i need few more Vms on number of host ...but i will try this to change VM configuration

one more thing i want know is..

suppose vm15 allocation failed by MIPS on host0  but if it alllocated on host 1 or 2 then it is ok ? or it consider as a error

Definitely you can create no. of VMs on host but it always relies on the configuration of hosts and VMs.
