I want to create a Java Program to illustrate the working of a Quantum algorithm ( my idea is to use random number generator instead of in place of Qbit )

As Eftal already suggested, there are plenty of open source, or even online available alternatives. Depending on what your goals are of the program, we can help you specify what types of emulators or simulators you can use.
In fact there is several solutions for simulating a quantum computer with a classical one. For example, you can find some Python packages, the IBM Quantum Experience (with in addition the access to a real quantum computer to compare the results with the simulated computer), the ATOS simulator.
One of the problem of simulating quantum computations thanks to a classical computer is the execution time. In fact, we cannot use the power of entanglement or quantum parallelisation, and thus, depending on how we simulate quantum algorithms or protocols for instance, it will take more time to perform.
In a more physical sense, I think that we cannot simulate entanglement or other quantum phenomena, such as the incertitude principle and the "quantum randomness" that we can encounter when we try to measure a quantum system (but it is just my opinion, I'm not a specialist in that domain).
