Intervention 1: Regular conditional cash transfer program (RCCT)

Intervention 2: Modified conditional cash transfer program (MCCT)

Both interventions have different targeting, conditionalities, benefits and modes of implementation. However, individuals who were not eligible in RCCT program were those who do not have house/shelter to call their own. These populations (e.g. homeless, indigenous peoples), were catered into the MCCT program, will less strict conditionalities and were given shelter assistance so that they could rent a house/shelter.

Although the main difference between the two populations were "having shelter or not" prior to inclusion in the program, this was resolved upon provision of shelter assistance under MCCT program. Would it be possible to compare the effects of varying conditionalities between the two programs in this case, on an outcome?
