Can I calculate in-vivo dose for topical use from in -vitro antibacterial concentration?

I have an anti-bacterial concentration determined from the in-vitro screening of some oils. Can I calculate the in-vivo dose from this in-vitro concentration?

If I can relate in-vitro in-vivo dose, kindly provide some references.
