It is possible to develop our own customized Cloud based OS ( WebOS ) using JSP / PHP/XML .You can have your customized Virtual File System and test whatever the algorithms that u want to build. This is the ease of use to understand all Cloud services than just Simulators.

Muhammad mentioned the interest of simulating network more efficiently than cloudsim. If network simulation is important, you should definitely consider the SimGrid toolkit (http://simgrid.gforge.inria.fr) that relies on fluid network models whose validity has been thoroughly evaluated (see for example http://hal.inria.fr/hal-00872476) and whose implementaion is often orders of magnitude faster than classical packet-level based simulators (http://hal.inria.fr/hal-01017319).
