i wanted to make my copper plate a rough one to conduct some experiments regarding heat transfer.
As you have not mentioned what is the roughness factor you are looking for, so I would say polish the plate with emery sand paper (different grades) for different roughness.
Apart from, electrochemial polishing would also be anothe alternative and useful. Check the link,

I think it's more of a rough surface asked then I would suggest the surface briefly to erode (Sinking EDM), where you can control the roughness on the pulse energies.
Using emery paper is easiest and cheapest solution for you as suggested by Sujoy. However, controlling of thus made pattern is essential. I hope that you are looking for uniform surface roughness over entire area. I would suggest to use rotary finishing machine which uses emery paper and you can get it very easily in your locality otherwise you can use laser structuring process if you can get. Laser structuring is most repeatable as well as low time is required to process it.

you can also go for chemical etching process. its simple but effective.
Because you dont say a roughness number, another possibility is by milling. Low spindle speed and great feed per turn.
