The primary purpose (What is the one thing that is most important to accomplish with the survey?) and structure of the survey questions will simplify the design of the Likert scale (e.g. ranging from strongly agree to strongly disagree). Since by definition, an ecosystems involve with many different stakeholders and comments, that can make the performance measurements very complex. For example; survey focus on measuring the performance outcome of the entrepreneur as an individual, or the firm as an SME, will lessen the complexity in the design.
If you choose to incorporate measuring the five (5) commonly used components of entrepreneurial orientation, it is more powerful to structure the survey questions such that it quantifies the measurement (e.g. financial impacts, productivity gain, number of new product innovation, etc.). Therefor, the details are in the survey question itself, and make it easier for the respondent to choose the qualitative answers using the Likert scale.
