instead of reducing the the power of the tube from 40W down to 10W electronically (where it starts working unreliably), you may want left it at 40W but reduce the power of beam opto-mechanically. For instance, using iris, beam expanders, adsorbers, grid neutral density filters etc. It is not that trivial with CO2 laser (because of the wavelength and power), but still doable.
