I still don't know the species, but it is certainly a Dactylispa, not a Platypria.

Platypria always has expanded lobes on the sides of the elytra (one near the humerus and one in apical half), and the antennae are 9-segmented.

This one clearly has 11-segmented antennae and no such lobes.
