I want to do some work on FRI based on the structural components of Ready Made Garments (RGM) sector. So i need better understanding about setting the weightage value for structural components, whether there are some specified value (in any code or something like that) for them or i have to specify them myself based on locality and particular sector. In some articles i found these weightage values are selected based on expert opinion, though the components were non-structural. I am attaching one similar article here.
The paper is proposing a new method for evaluating probable risk of a fire in an individual building in Bangladesh and has developed a method of assigning risk value to individual building systems and components. This in not a commonly used method in the building safety community. The most common approach is to either follow prescriptive safety codes or performance codes.
What you should be looking for is how to achieve fire resistance rating for the structural elements. There are established standards to assign fire resistance rating to structural members, the most common approach is to specify fire resistance rating in hours - 1, 2, 3, and 4 hours. The core premise is that the material of construction - concrete, masonry, etc. or cover materials such as gypsum or cement plaster protect the structural materials that are susceptible to fire such as steel and wood by providing insulation.
Rather than using the Fire Risk Index, I recommend that you follow fire resistance ratings. There are may codes that will provide the relevant information I suggest NFPA 5000 or the International Building Code (IBC), both of which are available on line in read only versions.

A Fire Risk assessment takes a multiplicity of factors into account, including the fire resistance rating of the materials used in construction. It is not only the FRR of the structural materials, but also the interior and exterior cladding/lining materials, and flooring that should be considered.
The NFPA 5000 is a good place to start, as is the IBC 2012
In New Zealand, all states of Australia and a number of other western jurisdictions have a mandatory local Building Code, which includes specifications for FRR, most of which are derived from local standards and reflect those contained in NFPA 5000.
I would check whether any government authorities is your jurisdiction have codified FRR.

FRRs provided in most prescriptive-based fire codes do not necessarily reflect the reality; rather they are based on the assumption that they are adequately conservative. This means FRRs vary from case to case. I would suggest to read some documents about performance-based FRRs. Please read this useful paper:
