I must solve the following optimization problem:
a=(b-x)*cos(theta)
where the optimization parameters are: x and theta
a and b are the constant values.
Could anyone please give me some instructions to how to solve this problem (if there is a way to do this in MATLAB ot Python, it would be great for me)

What exactly is the objective function, this is just an equality constraint, there has to be an objective function which you are trying to find an optimum. If the RHS is the optimum, then here it is equal to a constraint which is a.
An optimization problem must be of the form
min f(x, \theta)
s.t. g(x, \theta) \leq 0
h(x, \theta) = 0
in this case, you have no inequalities g(x, theta) and you have one h(x, \theta) but there isnt a f(x, \theta)

in my opinion, it's easy.
in the first, you should select one or more of input and one or more of output. So when you have two parameter, on of them is input and one of them is output.
