As Turbasu said, you should send your input or output file for better investigation. Anyway, your comment shows that there is a mistake somewhere in your input file. Gaussian shows your mistake by putting the "^" sign on top of the wrong section in output file.

Such error message indicates that there is a mistake in your command line. Check your command line (route section) to find mistake.

When working with functionals such as PBE you have to type the keyword twice in order to set it as the exchange and the correlation functional, for example: # PBEPBE 6-31G
You might want to try adding a second functional for the correlation, see if that works.
